I don't know the merits of the dispute, or how the NY politicians work, but out West, what it means is that the Legislature didn't get to shake down the Indian tribes when the first compact was signed. So now they all have the opportunity to solicit campaign contributiions between now and the next statewide election cycle (or sometimes even 2 to 3 cycles if they can drag it out long enough). If a renegotiation is initiated, you can bet it won't be finalized until the last minute, during reelection cycle.

Sorry to sound so cynical on this, but I think it's the norm, except perhaps in Nevada where gaming has sufficient clout to push back when they need to. That's my 2 cents.
