I picked this up at the World's Largest Yard Sale (Silverton Casino and Hotel) last weekend.

Any ideas for attribution? This was in a baggie that contained 10, or so, CIC's of various denominations for the Frontier, the Jockey Club and the Quay (PR).

The CIC's are too large for the inlay here, and there is residue on the metal disc inlay that indicates that it came with a paste on sticker.

Again, and suggestions?
