I'm sure California law does not require you to have the whole set to redeem a chip. If they're real chips, you should be able to use the $25 as a buy in for a poker game and keep the $1 and $5 as souvenirs. What the places "house rules" are is something else. In these smaller places I find what goes on seems to have more to do with whim than anything else.
