First point is that you can not have two royal flushes in a game that uses shared cards (Let It Ride, Caribbean Stud, Hold-em, Omaha, etc.)

Now on the "silly table game" tables that I've played on, such as Let It Ride, Caribbean Stud, and others having progressive bonuses, the maximum pay-out per hand is not only indicated in the game rules, if not actually written on the felt of the table covering, but is also very consistent by game across the casinos (ie: the maximum pay-out per hand of Let It Ride is an aggregate of $50,000 per hand in all casinos that I can remember).

Seems like the gaming authorities are looking to legislate the amounts for some reason or other.
