"Instant Rarities" Question

Without emotion or name calling, can someone explain to me the reason why a casino would knowingly make far fewer chips than collectors want to purchase. I know we're a new hobby so sometimes people just guess wrong on the demand side. The math seems pretty simple to me. You make money on each chip ($5, $25, and $100) that is sold and not redeemed. Why would the Hard Rock (or the Tropicana, Palace Station, etc.) not maximize their chip profits? Thanks
