Associate Members receive the ballots via snail mail in a #10 business enevelope. These probably get through the system quicker. Apart from that, is there anything that keeps fax copies from being used? Or for that matter, e:mailed electronic versions? I am not sure if the ballot received is a unique item, i.e., a copy is not acceptable.
