Seriously, Ralph, if it's glued in, that could be a problem, depending on what kind of glue was used. However, if it won't move just because the screw top on the bezel is too tight (or glued) you should be able to get it out.

I would try this (carefully <g>): Hold the chip with the top of the bezel pointing up and try to turn the bezel top to unscrew it (use pliers, if necessary). If it won't turn while holding the chip by hand, trying mounting the chip and bezel in a vice (I would protect the chip with some kind of cloth on both sides). Make sure only the very top of the bezel is above the vice, so that the ring can't twist and damage the chip. Then, use the pliers to unscrew the top. I'd be surprised if you can't get enough torque that way to break any seal that was placed on the screw top.

Once the top is off, the chip should come out easily -- unless, of course, it really was glued in. Then, you have a whole separate problem. Depending on the kind of glue involved, it may not even be possible to get the chip out. If it was water soluble glue, soaking it in warm water may loosen it enough (after which removing the glue remnants shouldn't be difficult). If it's some kind of inorganic glue, big trouble!!
