So...how would ICG authenticate this chip?

Here's a $1 Flamingo Capri HS Nevada mold chip from a recently closed auction, listed by James C.

Personally, I agree with James on this one...that there are BOTH Borland versions of this chip and genuine versions of it. I know other chippers disagree and think that all chips like this are Borland. Anyway, if this chip were sent to ICG for grading / slabbing / and AUTHENTICATION, do you think their "expert" evaluators...whom they have not identified (but evidently have gained their experience in COIN grading, not chips)...will be able to distinguish a genuine $1 Flamingo Capri from a Borland? Just wondering about the magnificent value-added that their service provides.
