It is very hard to tell from the card what the chips were used for.
All we have is a name & address
523 Prospect Ave.
No date makes it tough.
BUT
2,000 chips delivered tells me they probably was used in an illegal. Could very well have been a large poker operation or possibly a crap game.

I normally do a phone search in the delivery city when I get time. Many times I can turn up the actual guy on the card or one of his kids. We then get the name of the joint when there was a joint. Most of the older cards have names that are either dying or dead. Sometimes a son or daughter will be happy to tell you how their father was the gambling czar of the city. BUT, many times they won't talk to you.

I once researched a Terra Haute, IN chip from 1931. The card had the name of the joint on it. I called the library and a very nice lady read me newspapers from the era. The joint had been raided numerious times. The guy on the card had been arrested for running various kinds of gaming over a long span of time. Finally the guy turned it into a roller rink and was still arrested for gaming several more times.

The librarian looked in the phone book and gave me the only number with the same last name. It was a young lady and grandaughter of our favorite gambler.

After I told her who I was and what I wanted, She took great offence and said:
"My grand father was a god fearing man and NEVER would have gamboled.

END OF STORY.
Enough rambling. God I love this hobby.
