Las Vegas Question

My understanding is that the boundary of the city of Las Vegas ends at Sahara Street and so the Strip is not technically in Vegas. How does this distiction work? Mayor Goodman certainly promotes the Strip and refers the Strip as Vegas. Is there currently much of a political distinction between the City proper and the Strip? Does Goodman have political clout on the Strip? I know the difference between city and county was important is the early days but wondering if it's still meaningful.
