Not many of the casinos at the lake are especially chipper-friendly, Peter. On the south shore, Harveys is probably the best for getting chips without a hassle. Caesars is always a hassle, and Harrah's is definitely hit and miss, depending on which cashier you get. The Horizon and Lakeside Inn don't have chips worth getting (in my opinion). On the north shore, the Tahoe Biltmore and Hyatt are fine for hassle-free chipping, Crystal Bay Club a little less so. I hope that helps.
