Ebay: Is this allowed?

While searching Ebay this evening I ran accross something I've never seen before. A seller has "reserved the right" to refuse a bid from a particular buyer. He lists the buyer's Ebay name & email address in his auction. He must have had an unpleasant experience with the buyer. Is there anything in Ebay's rules about this practice? The link to the auction is below. (By the way, I collect encased coins from casinos. The auction shown in the link is for an encased coin. Just thought I'd mention it...again.)
