I was already aware of what is contained in the club bylaws concerning chapters. Non-members have been in local chapters since the beginning of local chapters. I don't think any local chapter has ever requested funds from national for a local special project, and even then, it would be subject to review by the BOD. Given that, I consider the possibility of a non-member actually getting any financial benefit from national to be so minute that it isn't worth worrying about at all.

Requiring as a condition, insisting on, compelling one to act, its all "forcing" as far as I'm concerned.
