Buyer always bears the cost of insurance

Other than auctions, I rarely see businesses imposing insurance costs to their customers.

Wrong, all successful businesses impose this cost on their customers, they just include it in the price.

The issue is that the seller should bear the responsibility of insuring, not the cost.
