At the Taj Mahal Casino in Atlantic City the mini-crap is called "Flash Dice".
There are three dice inside a plastic cup with a rubber base. After the bets of the players are all set up the dealer calls 'no more bets' them cover the cup with an aluminum covers that fits snugly into the cup. The dealer shake the dice vigorously place the covered cup with the dice infront of the 'supposed' shooter in regular crap table. The designated player pick up the covered cup and shake it as much as he likes then put it infront of the dealer. The dealer open the cup see through the clear plastic to read the number and pay the corresponding winners (similar to the regular craps pay off, 6-8,5-9, 4-10. The game continues until the shaker comes up with a 7 - seven out all bets losses except those bets in the 7 number which wins 4-1 odds. The mini craps are played by seven players in a blackjack table but the layout is craps numbers. The numbers 6-8, 5-9, 4-10, less than 7, 7, and greater than 7. Then there is the field bets. There are no hardways number or no prop bets or C & E.

The big and small mentioned by Jim Noll is a Chinese game which is played with three dice in a rectagular clear plastic. At the middle part of the inside of the box there are two pegs installed across to cut the dice to tumble them nice and evenly. The dealer when all the bets are placed cover the box and spin it three times in complete revolution or turns. Open the box read the numbers and enter them in the ready keys 1, 2, 3, 4, 5, ,6 if there are three 6's press the number 6 three times - the total comes to 18 and press "enter" the lights comes out for the winning numbers. The pay off are all indicated in the table - players can read them as well as the dealer. Only the lighted numbers are the winners. Clean out the losing bets and pay corresponding according to
procedure outside toward inside.

I will try to get a catalogue of these two games and post them here to let you see if they are the same of what you saw. In both those games the regular house chips are on play - there is no special chips used in these games.

I hope I did not muddle up what you saw and what Jim Noll is talking about.
