Approval for the number ordered wouldn't have anything to do with a chip being approved for use.

Maybe Steve is still asking the wrong question. In Colorado, the casinos have to inventory their inhouse chip stock, make an actual hard count of what is in the casino, twice daily, before they open, and after they close, UNLESS the chips are secured (physically wrapped in plastic in a manner that would indicate if the secured lot was tampered with), then they only have to count them once a month, and the casino has to have enough cash on hand to cover the float (all of the chips that are missing from the original purchase by the casino). This process of inventory should indicate that Gaming has knowledge and records of how many chips of any variety were delivered to a casino.
