Slots Question for Gene or other LV Local...

I read this statement regarding slots in Las Vegas...

"Try to find a group of machines where lots of people are playing and winning. The casinos will increase the payouts on certain groups of machines at certain times of the day so generally speaking, if you see an area of the casino where no one is gambling or winning, there's probably a reason. "

Is it true that the payout can be changed or adjusted on a machine that easily? Can the casino just open up the slot machine and 'turn a dial' or 'flip a switch' to change the payout? I had previously heard that the entire 'board' had to be swapped out to change the payout. Is that common;ly done by the casinos? Which is it?
