International Building is at 601 California Street at Kearny. There used to be a 920 Club there that was a music club, maybe late 1980s or early 1990s. Poker has never been legal in San Francisco and the chips you show look older than when this club was in existence anyway so I'd be doubtful that they were from an illegal game. By the way, the International Building was originally built as the headquarters for the American President Lines, which I believe had chips.
