Colors will be rotated every six months. There are only two Towers (I and II), but four structures (two per Tower, which are joined at the elevator banks).

They once tried one color per elevator bank, but that failed because two banks are joined on all floors. So, they now rotate one color every six months. Green was first and it just changed to Yellow.
