Ask the seller via email if they would consider shipping an item to you, and under what terms, before the auction closes. I list items as selling to America only, but have had winning bids on eBay from outside the USA when the bidder asked me about it. US funds in dollars eliminates exchange rate hassles, and also eliminates processing charges imposed by US banks when dealing with checks and/or money orders drawn on foreign banks that don't have a US branch. Dollar bills for the winning bid plus actual shipping charges will probably get you anything you want.
