The Four Queens (Elsinoir Corp) put up all the money to build Spotlight 29 and had a management contract on it. Part of the contract was the indians could not have slots as they were illegal. The FQ's could not operate illegal slots because of NV gaming license.

I think it was about a year after opening the indians moved in slots, Nv ordered the FQ's to extricate themselves from the contract. The Indians did not wait, they escorted Elsinoir (FQ's) employees off the property. The FQ's never recovered the money it took to build the place. Elisnoir filed bankruptsy over it.
