I believe these chips are very collectable. They are no longer available in any store. They are a big part of chip collecting history. It would be very hard to complete a set of them. I have 70 different ones and still need a few of the pie versions.
Scarce might not be the right word but it is close.
There should be a little better explination than "Commorative chips."
