Here's the story from a very reliable source:

Only 600 $1's, 400 $5's and 600 $25's were made. Strange numbers but it will all make sense..... None of the chips were available at the cage. Preferred players were each given $88 (a lucky Chinese number) in chips and two tickets to Anita Mui who was performing there that evening. $88 in chips is 3 $25's, 2 $5's and 3 $1's, which is in the same ratio as the mintages 600-400-600. Rumor has it you needed to have a credit line of $50,000 in order to get this give-away package of chips and show tickets.

The only chips that were made available to the public were ones that a player who was given them played and lost at a table game.

Hope this helps explain why they are so scarce. Next to the Hard Rock Ed Roth set these chips might very well be some of the best LE's ever made.
