Gaming chip artwork has to be submitted to the Gaming Commissions in most if not all states. The State Commission is free to reverse a decision, as they did with the Riviera set.

If the make up of Gaming Commissions is the same as it is here in Colorado, its a board of appointed people from several specific different walks of life. They meet once a month.
