Year end Tax Question

Hello again,

Another high roller friend of mine was in Atlantic City for New Years. He had the good fortune to win a $4000 video poker jackpot at 1:30 AM Saturday Morning January 1st.

He was surprised to see that the tax form provided him was dated December 31st. When he inquired about this he was informed that the casino's "Gaming Day" ran until 6:00 AM and that was the date that determined the date on the form.

Is this correct? I always thought that income was reportable to the IRS in the year it was paid. This jackpot was hit and paid in the year 2000 but will be reported by the casino to the IRS as 1999 income to my friend.
