Who are Roxane and Hector?

I bought, on eBay, this beautiful, carved Victorian-style (could be from the 19th century) wood bone chip-playing card container (see scan below). Three parts of the top of the box are hinged. They open up to reveal the chip-playing card compartments. The best features of the "box' are the carved playing card figures on top -- "Roxane" is the queen of hearts and "Hector" is the jack of clubs.
