Obsolete in NV would mean, a chip or token has been recalled and an ad run in the newspapers with a redemption period. After the 120 redemption period, the casino will no longer honor the chip.
If a chip or token was pulled but not recalled, it is still a live chip or token.
Good example of this is old Caesar's chips. None have been recalled, just replaced. Some old Caesar's chips sell for huge mark ups, but they are live chips and therefore not obsoletes.
