According to an article in Tom Pleau's "Casino Collectible Magazine" the answer to the off again, on again, decision on the rack changeover at Sands may have something to do with the takeover battle now underway between Park Place and Carl Ichan, who have both purchased Sands's bonds. Coast To Coast reports in the November/December issue that Park Place has recently acquired the Caesar's chain nationwide... and Icahn has recently acquired both the Stratosphere and Arizona Charlie's property out of bankruptcy proceedings.

I've heard this possible scenario from a local independent source as well as to why the new chip rack at Sands has been delayed. Sounds like a plausible explanation to me....
